Zusammenfassung
Kernziele der Bahnreform waren die Stärkung der Schiene am Verkehrsmarkt und die Entlastung des Bundeshaushalts; beides wurde bisher nicht erreicht. Die Organisationsprivatisierung wurde weitgehend erfolgreich realisiert. Die DB AG wird jedoch immer mehr zu einer zentral geführten Einheitsgesellschaft entwickelt; das widerspricht den Vorgaben für die zweite und dritte Stufe der Bahnreform. Die Regionalisierung war ein Erfolg; er wurde allerdings teuer erkauft. Die Etablierung von Wettbewerb auf der Schiene steckt noch in den Anfängen. Die materielle Privatisierung der Transportbereiche der Bahn muss angepackt und zu Ende geführt werden. Das Netz muss als AG beim Staat bleiben; eine DB AG mit Netz ist allenfalls unter unakzeptablen Bedingungen börsenfähig. Die Zukunft der Bahnen liegt in leistungsfähigen Verkehren in den Ballungsräumen und zwischen den Ballungsräumen - auf deutscher und europäischer Ebene. difu
The prime objectives of this reform were to boost the railways' role in the transport market and to reduce the financial burden on the federal budget: both have not yet been met. In turn, the privatization of the rail system's organization has been carried out successfully. The DB AG is increasingly being developed as a centrally controlled single operator, which is not in line with the second and third stages of the reform proposals. The regionalization of the railway system has turned out to be a success albeit at enormous expense. Competition for the railways is still in its infancy while the privatization of the various rail transport sectors still has to be tackled and finalized. The rail network is to remain state property. The DB AG - together with its rail network - is at best of limited interest to any stock exchange under unacceptable conditions. A future railway system will function best in its role of an efficient means of communication within, and between, major centres of population on a national and - decidedly - on a European level. The rail network, together with the services on offer, has to be upgraded to be competitive with the trunk road system. difu
