Abstract
Der Standard des ÖPNV in Deutschland gilt weltweit als führend. Das ist das Ergebnis immenser Anstrengungen des Staates und der Nahverkehrswirtschaft seit Ende des zweiten Weltkrieges. Die Entwicklung lässt sich prinzipiell vier Phasen zuordnen. Phase 1: Von der autogerechten Stadt zum Vorrang für den ÖPNV. Phase 2: Modernisierung des ÖPNV auf Basis des GVFG. Phase 3: Regionalisierung des SPNV, Liberalisierung des ÖPNV-Marktes. Phase 4: Einführung, Umsetzung und Nutzung des Potenzials des elektronischen Ticketing. Phase 3 ist noch nicht vollendet; Phase 4 steht erst am Anfang; am Ende muss eine flächendeckende Integration des ÖPNV in den Mobilitätsverbund, den e-commerce und den m-commerce stehen. difu
The German public transit is worldwide renowned as being excellent. That is the result of immense efforts of the public authorities and the transit industry since the end of World-War II. Die development is in principle to be disposed into four phases. Phase 1: From automobile orientation to priority for public transit. Phase 2: Modernizing public transit based on the Transport Financing Law. Phase 3: Decentralization of heavy rail transit, liberalization of the transit market. Phase 4: Implementation, dissemination and taking full advantage of the potential of electronic ticketing. Phase 3 is not yet accomplished; phase 4 has just started; at its end there should be a nationwide integration of public transit into the overall mobility system, the e-commerce as well as the m-commerce. difu
