Daher ist es erforderlich, angestrebte Maßnahmen auf Basis des heutigen Infrastrukturzustands mit Blick auf zukünftige Anforderungen optimal zu priorisieren. Im nächsten Schritt muss der dafür notwendige Bedarf an Finanzmitteln gegenüber Aufsichtsrat und Gesellschaftern transparent aufbereitet und kommuniziert werden.
