Was machen die Anderen? Zum Umgang der Raumplanung mit Flächenverbrauch in ausgewählten Staaten und der Übertragbarkeit der Maßnahmen am Beispiel Bayerns.

Abstract

In Bayern hat das Bewusstsein für die Problematik des zunehmenden Flächenverbrauchs in den vergangenen Jahren sowohl in Wissenschaft und Politik als auch in der Gesellschaft zugenommen. Alle Ebenen haben, nicht zuletzt seit der im Jahr 2019 von der Bayerischen Staatsregierung initiierten Flächensparoffensive, die Aktualität und die hohe gesellschaftliche Relevanz erkannt. Bisher ist jedoch noch keine ausreichende Trendwende erkennbar. Eine wichtige Instanz, die durch ihre formellen und informellen Instrumente starken Einfluss auf den Flächenverbrauch nehmen kann, ist die Raumplanung. Bisher ist jedoch noch unklar bzw. strittig, welche zusätzlichen Maßnahmen fachlich praktikabel und rechtlich machbar sind, um den Flächenverbrauch nachhaltig zu begrenzen. Zunehmender Flächenverbrauch ist, auch wenn die Ursachen dafür teilweise differieren mögen, ein globales Problem. Ein Blick auf die Raumplanung im europäischen Ausland, insbesondere in Österreich und in der Schweiz, offenbart eine Vielfalt möglicher Instrumente, die eine Chance für die bayerischen Flächensparbemühungen darstellen könnten. Eine Übertragbarkeit der Instrumente muss jedoch sorgfältig geprüft und die Auswirkungen bzw. die mögliche Ausgestaltung der Instrumente differenziert abgewogen werden.In Bavaria, awareness of the problem of increasing land consumption has increased in recent years, both in science and politics as well as in society. The high importance and social relevance of this topic has been recognized. So far, however no sufficient reversal of the trend of an increasing land consumption can be identified. Apparently, the instruments used to date are not efficient enough to curb new land use. An important body which can exert a strong influence on land consumption through its formal and informal instruments is the spatial planning. However, it is still unclear or controversial which additional measures are technically practicable and legally feasible to limit land consumption in the long run. Increasing land consumption is a global problem, even though the causes may differ in some respects. Literature search and in-depth expert interviews were used to examine the spatial planning instruments of other European countries and their implementation, in order to be able to deduce new effective measures for Bavaria. The focus here is on the analysis of the spatial planning instruments in Austria and Switzerland; other European countries are briefly examined for a more comprehensive overview.
