Der kommunale Beigeordnete. Analyse eines kommunalpolitisch relevanten Akteurs in Mittel- und Großstädten.

Abstract

Die Arbeit, die auf einer bundesweiten Befragung von Beigeordneten und einer vergleichenden Auswertung des Kommunalverfassungsrechts der Flächenländer basiert, stellt eine Bestandsaufnahme dieses Akteurs aus unterschiedlichen kommunalpolitik- und verwaltungswissenschaftlichen Fragestellungen dar. Unter anderem wird seine institutionelle Stärke ermittelt und auf der Grundlage der rechtlichen Funktionen sowie der Parteipolitisierung werden diverse Typisierungen entwickelt. Als Führungskraft an der Nahtstelle zwischen administrativem und politischem Teilsystem mit zwei Prinzipalen (Vertretungskörperschaft und Hauptverwaltungsbeamter) wird der Dualismus von fachlicher und politischer Dimension insbesondere im Hinblick auf Qualifikationsanforderungen und Rollenwahrnehmung/-verständnis herausgearbeitet; dabei wird auch der Einfluss von örtlich-situativen Kontextfaktoren (konkurrenz- oder konkordanzdemokratische Ausprägung) analysiert.The paper which is based on a nationwide survey among councillors as well as on a comparative evaluation of the municipal constitutional law of the German territorial states provides an overview of the player "Councillor" from the point of view of different local politics and administrative science questions: Among others, the councillors institutional strength has been determined and miscellaneous typification schemes have been developed, on the basis of legal functions and party politicization. Being a manager at the interface between administrative and political subsystem with two principals (Municipal Council and Mayor), the dualism of professional and political dimension has been investigated for the councillor, paying special attention to qualification requirements and role perception/understanding. In this context, the influence of local situational contextual factors (competitive or concordance democracy forms) has been analyzed.
