Die Probleme der Hol- und Bringverkehre mit Pkw vor Grundschulen haben in den vergangenen Jahrzehnten deutlich zugenommen. Zu den Gründen liegt eine umfangreiche wissenschaftliche Literatur vor, allerdings weniger aus Deutschland als aus den USA, Australien und anderen Ländern. Darüber hinaus fehlt es an systematischen Evaluationen sowie an Wissen darüber, welche Maßnahmen Kommunen ergreifen, um Kindern eine selbstständige, aktive Mobilität auf dem Schulweg zu ermöglichen. Der Beitrag analysiert, welche Maßnahmen Kommunen zum Umgang mit Hol- und Bringverkehren vor Grundschulen ergreifen und wie sie das Thema in die Organisation ihrer Verwaltungen integrieren. Grundlage der Analyse bietet eine schriftliche Befragung aller Kommunalverwaltungen in Nordrhein-Westfalen. Die Ergebnisse zeigen unklare Zuständigkeiten und Organisationsstrukturen. Unterschiede zeigen sich in den durchgeführten Maßnahmen und deren Kombinationen. Auf Basis der Erkenntnisse wurden fünf Handlungsempfehlungen entwickelt.
The issues related to children being driven to and from primary school have increased significantly over the last decades. Therefore, scientific studies highlight reasons for the increase, however more from the US, Australia and other countries than from Germany. Furthermore, there is a lack of evaluations as well as knowledge about which steps are taken on behalf of municipalities towards the safe and independent mobility of children on their way to school. This article analyses which measures municipalities are taking to ensure safe and independent mobility for children as well as the implementation of the topic within municipal administration. The analysis is based on a written survey of all municipal administrations in North Rhine-Westphalia. The results indicate ill-defined responsibilities and organizational structures. Differences are present regarding measures taken and their combinations. Based on the results of the analysis, recommendations for actions have been developed.
