Abstract
Neue technische Möglichkeiten bieten große Chancen, heutige ÖPNV-Verkehrsangebote zu verbessern und zu individualisieren. Dazu gehören insbesondere die Nutzung des Smartphones sowie Echtzeitanalysen des Mobilitätsverhaltens. Neue Geschäftsmodelle setzen hier an und es verändert sich der ÖPNV-Markt, beispielsweise durch Ridepooling-Angebote als "digitaler" Rufbus in aufkommensstarken Innenstädten sowie die Perspektive auf automatisierteund fahrerlose Betriebsformen. Die Kommunen als städtische ÖPNV-Aufgabenträger sind gefragt, zusteuern, denn aus der Perspektive der neuen Anbieter braucht es mehr und erlösstarke Verkehre - nicht weniger. Nachfolgend wird dargelegt, welche Handlungsnotwendigkeiten aus Sicht der politischen Entscheidungsträger, der Aufgabenträger und der Verkehrsunternehmen in einem erweiterten Verkehrsmarkt bestehen. Kurzfristig ist es erforderlich, dass der Aufgabenträger die öffentlichen Verkehrsinteressen in Bezug auf Ridepooling definiert, geeignete Angebote mit dem Ziel einer Effizienzsteigerung der Verkehrssysteme in den ÖPNV integriert werden sowie die entsprechende administrative Genehmigungspraxis vereinheitlicht wird.
New technical advances are creating major opportunities for the improvement and individualization of today s local public transport services. This includes in particular the use of smartphones and real-time analyses of mobility behaviour. New business models are emerging, and the local public transport market is changing, e. g. as a result of ride-pooling services in the form of "digital" on demand buses in high-traffic inner city areas and the prospect of automated, driverless operation. As the bodies tasked with ensuringt he provision of local public transport in urban areas, municipalities need to steer because from the perspective of the new suppliers, more high-return traffic is needed, not less. This paper explains the action that needs to be taken in an expanded transport market from the perspective of the political decision-making bodies, the bodies tasked with ensuring the provision of local public transport, and the transport companies themselves. In the short term, it is necessary that the bodies tasked with ensuring the provision of local public transport define public transport interests regarding ride-pooling, that suitable services are integrated into the local public transport system with a view to increasing the efficiency of the transport systems, and that the corresponding administrative approval process is harmonized.
