Abstract

Pünktlichkeit ist ein wichtiges Qualitätsmerkmal des Betriebs öffentlicher Verkehrsmittel. Aus diesem Grund wird diesem Aspekt von politischer und administrativer Seite zurzeit große Aufmerksamkeit gewidmet. Nach Zeitungsberichten plant die Bundesregierung noch vor Verabschiedung einer europäischen Richtlinie ein nationales Gesetz zur Entschädigung bei Verspätungen im öffentlichen Verkehr. Zu diesem Zweck wurde ein Regierungsgutachten in Auftrag gegeben, das Empfehlungen zur rechtlichen und monetären Ausgestaltung gibt. difuThe federal government is considering legislation to offer travellers compensation for delays experienced in local public transport. For this purpose, a special report has been commissioned that will offer recommendations with regard to aspects of law and levels of compensation. In this report, the proposed recommendations for the level of financial compensation in case of potential delays are being reviewed from the aspect of transport economics. It is noted that compensation per minute of delay will vary greatly as this depends on the fares being charged. It can be anticipated that the level of compensation proposed may lead to a few lawsuits. Alternatives are being offered to the proposals put forward as this might help reduce drawbacks. difu
