Abstract
Der Infrastrukturservice verursacht (ohne Kapitaldienste) typischerweise etwa 20 bis 25 Prozent der Kosten des Bahnbetriebs. Die hohe Anlagenvielfalt und das Fehlen von Marktpreisen für das komplexe Produkt des Infrastrukturservice als Ganzes erschweren die umfassende und fundierte Beurteilung der Wettbewerbsfähigkeit dieses Leistungsbereichs. Das Projekt Infra-Bench hat gezeigt, dass die Wirtschaftlichkeit des Infrastrukturservice über ein umfassendes prozessorientiertes Benchmarking systematisch und belastbar zwischen den teilnehmenden ÖPNV-Unternehmen und mit dem Branchenumfeld vergleichbar gemacht werden kann.
Typically about 20 to 25 per cent of the costs for operating an urban railway system are caused by the services for route network and facilities. There is a great diversity in equipments, and market prices are missing for the complex product of infrastructure service as a whole. Therefore a broad and well-founded evaluation of the ability to compete is made difficult. Even so the InfraBench project started to compare the cost effectiveness of infrastructure services of the participants with each other and the public transport industry at all. So a process-oriented benchmarking including best-practice values and market prices for partial services has been developed.
