Abstract

This guide is aimed at assisting public authorities in becoming innovation-friendly that is achieving the most innovative, energy efficient solutions within their procurement actions, particularly through increased dialogue with suppliers and producers. For the purposes of this guide an innovative, energy efficient solution can be considered as one which meets your needs with substantially increased energy efficiency leading to reduced related emissions of CO2 equivalents (CO2eq.) in comparison to currently available solutions. Any public authority, whatever size or location, can use the guide, but certain procedures may only be suitable for larger public authorities as they involve additional financial and human resources.
