Abstract
The most recent monitoring of the cantons of Avenir Suisse presents the first comprehensive survey of the instruments of the cantons to manage settlements. The comprehensive analysis discloses great differences among the cantons in the quality of the set of spatial planning instruments. Urban cantons do well in the total ranking of the management of settlements, while many small cantons range in backward positions. But considerable differences can also be found between cantons that are similar in terms of structure. The study reaches the conclusion that an effective management of spatial development is only possible if the authorities are able to enforce overreaching principles and regulations against particular local interests.
