Der Eisenbahnsektor der Europäischen Union ist seit Anfang der 90er Jahre Objekt umfassender Reformbemühungen. Ziel der Reformen ist letztlich die Stärkung des Verkehrsträgers Schiene und damit die Verlagerung nennenswerter Verkehrsanteile von der Straße auf die Schiene. Die Capgemini Deutschland GmbH hat europaweit die Rolle von Betreibermodellen beim internationalen Markteintritt im Schienenverkehr untersucht. difu
The EU railway sector has been the target of reform moves since the early nineties, the intention being to strengthen the railways in their role as a transport carrier and to relieve the road system of its burden. To be able to offer a competitive service both in the freight and passenger sectors, railway companies have to become involved on an international basis. This means overcoming national systems' technical constraints and moving beyond market access rules and limitations imposed by individual countries. Increasingly, this is being achieved with the help of so-called 'user models'. The subject matter has been addressed in the form of a market study carried out by the Management and IT Consultancy Capgemini whose findings are presented in this report. difu
