Zusammenfassung
Die Aufgabenträger des ÖPNV stehen in Deutschland vor vielfältigen Herausforderungen. Sie sind dabei sehr heterogen strukturiert. Auch die Anbieterseite ist ungleichmäßig strukturiert. Die Beratungsfelder, die sich hinsichtlich der Organisation der Beziehung zwischen den unterschiedlichsten Aufgabenträgern und Verkehrsunternehmen ergeben, sind entsprechend vielfältig: Organisations- und Planungsfragen; Ausgestaltung und Vergabe von Verkehrsverträgen vor dem Hintergrund der rechtlichen Vorgaben, darunter spezielle Fragen wie die Modellierung der zu erwartenden Kosten. Die Autoren stellen vor dem Hintergrund ihrer Beratungstätigkeit für unterschiedlichste Aufgabenträger in Deutschland Schwerpunkte dieser Tätigkeit vor.
The authorities in the local public transport are facing numerous challenges. Thereby they are heterogeneously structured; however, the providers are as well. So, the consultancy fields arising between the most different authorities and transport companies are accordingly highly divers e.g. organization and planning issues. The drafting and awarding of transport contracts amid legal requirements include special questions like the modeling of the costs to be expected. As being consultants for different German authorities, the authors represent the focus of their work.
