Regionalentwicklung im Spannungsfeld von Naturpark Saar-Hunsrück und Nationalpark Hunsrück-Hochwald.

Abstract

Mit der Errichtung des länderübergreifenden, gemeinsamen Nationalparks Hunsrück-Hochwald der Länder Rheinland-Pfalz und Saarland innerhalb des länderübergreifenden Naturparks Saar-Hunsrück im Frühjahr 2015 sind zahlreiche Herausforderungen der Abstimmung, Kooperation und der Arbeitsweisen, insbesondere im Rahmen der Regionalentwicklung, auf die Verwaltungen und das Management der beiden Großschutzgebiete zugekommen, die angesichts zum Teil divergierender und auch sich überschneidender Aufgaben sowie sehr unterschiedlicher personeller und finanzieller Ausstattung in Zukunft im Rahmen eines funktionierenden Schutzgebietssystems gelöst werden müssen/sollten. Insbesondere im Hinblick auf die Aufgabenerweiterung des Nationalparks Hunsrück-Hochwald um Regionalentwicklung auch außerhalb der Nationalparkfläche, in der sogenannten Nationalparkregion, bedarf es einer Betrachtung der Regionalentwicklung und der politischen Zielsetzungen für ein funktionierendes Schutzgebietssystem.The cross-state National Park Hunsrück-Hochwald is shared between the federal sta tes of Rheinland-Pfalz and Saarland and was established within the cross-state Saar-Hunsrück Nature Park in spring 2015. This situation presents the administration and management of the two large-scale protected areas with many challenges in terms of coordination, cooperation and modes of operation, particularly in the context of regional development. There is both divergence between and overlapping of tasks, and great variations in the human resources and finance available. This situation must/should be tackled within the structure of a functioning protected area system. Particularly in light of the extension of the responsibilities of the Hunsrück-Hochwald National Park to include regional development outside the territory of the national park, in the so-called national park region, it is necessary to consider regional development and policy objectives to achieve a functional protected area system.
