Das Projekt "BioKommunal - Aufbau eines bundesweiten kommunalen Bioenergie-Netzwerks und Mobilisierungsmaßnahmen für einen verstärkten Einsatz von Bioenergie in Kommunen" hat zum Ziel, ein bundesweites Netzwerk für Bioenergie-Kommunen aufzubauen und dauerhaft zu etablieren und diesbezüglich verschiedene Mobilisierungsmaßnahmen für einen verstärkten Einsatz von Bioenergie in Kommunen zu initiieren. Der inhaltliche Schwerpunkt des Projektes und der einzelnen Maßnahmen liegt dabei auf mittleren, größeren sowie insbesondere städtischen Kommunen und zielt in erster Linie auf eine nachhaltige Nutzung der in diesen Kommunen vorhandenen biogenen Reststoffe und Bioabfälle ab (biogene Reststoffe aus dem häuslichen, gewerblichen und industriellen Bereich, kommunaler Grünschnitt, Naturschutz- und Landschaftspflegematerialien, Bioabfälle, Stroh etc.). Ziel von "BioKommunal" ist es durch die verschiedenen Projektbausteine und -maßnahmen Anreize und Motivationen zur Mobilisierung insbesondere der biogenen Reststoff-Potentiale in den Kommunen zu geben. Im Fokus stehen sollen dabei insbesondere neue und innovative Technologien, die aktuell in der Forschung und Entwicklung für die Markteinführung vorbereitet und optimiert werden und von denen durch eine breite Marktanwendung ökonomische und ökologische Effizienzsteigerungen erwartet werden.
Basic financial conditions for energetic biomass use. Biomass is a renewable source of energy with a great future ahead and a considerable potential for development. However, it will require and suitable political and financial frameworks to be able to reach the considerable share biomass is to have in the increased use of renewable energies planned for the future. With the entry into force of the amended Renewable Energy Sources Act the requirements for the use of biomass in electricity production were decisively improved. In particular, the minimum fees were increased in if renewable raw materials are used exclusively for electricity generation. Additional incentives were created in the form of a technology bonus and a cogeneration bonus. The latter serves the purpose of further advancing the recovery of heat in the use of biomass. The recently amended so-called market incentive programme basically fulfils the same purpose. It is a support programme which rewards energy recovery from biomass by means of subsidies and low interest loans. As a means to boost the market introduction of bio-fuels an exemption from the mineral oil tax was introduced which applies not only to pure bio fuels but also to fossil fuels with an admixture of fuels from biomass. Each of these support measures only applies for a limited period of time. The Renewable Energy Sources Act provides for declining fees over time and for the market incentive programme the underlying directive also foresees declining sets of fees.
