Abstract
Komplexe Herausforderungen erfordern eine systematische Herangehensweise. Durch die Festlegung von Zielen und die Verankerung in der strategischen Planung wird der Schritt vom Wissen zum Handeln, vom Konzept zur Umsetzung verbindlich für alle relevanten Akteure vorgeprägt - in München so geschehen mit der Zielverpflichtung auf das Klimabündnis und den Konvent der Bürgermeister. Über die Leitlinie "Ökologie - Klimawandel und Klimaschutz" folgte dann der logische nächste Schritt in die Strategieebene. Schließlich die Handlungsebene: Über das "Integrierte Handlungsprogramm Klimaschutz München (IHKM)" wird die verwaltungsinterne Akteursebene angesprochen. Nach außen wirken vor allem die Öffentlichkeitsphase der Leitlinie "Ökologie - Klimawandel und Klimaschutz", das Bündnis "München für Klimaschutz" und die Initiativen zur "Bildung für nachhaltige Entwicklung (BenE)/Gestaltungskompetenz für eine nachhaltige Entwicklung (GenE)" im Rahmen der UN-Weltdekade "Bildung für nachhaltige Entwicklung".
Complex challenges require a systematic approach. Through the commitment to goals and their embodiment in strategic planning, the step from knowledge to action, from concept to implementation is predetermined in a binding way for all relevant actors. In Munich this has happened with the commitment to the goals of the Climate Alliance and the convention of mayors. The next logical step towards the strategy level was the guideline "Ecology - Climate Change and Climate Protection". Finally the policy level. With the "Integrated Policy Programme Climate Protection in Munich" (IHKM), the inner-administrative agency level was addressed.
