Phoenix aus der Asche. Das "neue Dortmund" baut sich seine "erste Adresse"

Abstract

Das Phoenix-Projekt im Dortmunder Arbeiterstadtteil Hörde zählt zu den größten und bedeutendsten Konversionsprojekten Deutschlands. Auf den Flächen des ehemaligen Hochofen- und Stahlwerkgeländes von Hoesch bzw. Thyssen Krupp entsteht auf insgesamt über 200 Hektar Entwicklungsfläche ein ganz neues Stadtgebiet: auf der einen Seite der Technologiepark Phoenix West, auf der anderen das Wohn-, Dienstleistungs- und Freizeitgebiet Phoenix Ost rund um den künstlich angelegten Phoenix See. Zum Gesamtvorhaben gehört auch der Grünzug Phoenix Park. Der Beitrag arbeitet die materiell und symbolisch herausragende Bedeutung von Phoenix für die Dortmunder wie Hörder Stadt(teil)entwicklung heraus. Phoenix-Hörde wird als Ort interpretiert, an dem Dortmund sich demonstrativ von seiner industriellen Vergangenheit verabschiedet und gleichzeitig als international renommierter Wissens- und Technologiestandort neuerfindet. Diese Neuausrichtung der Dortmunder Stadtpolitik beruht auf neuen Governance-Modellen und fokussiert die "kreativen" Mittelschichten als erste Adressaten. Je nach Interessenlage wird erhofft oder befürchtet, dass das neue Stadtquartier größere soziale und städtebauliche Veränderungen im direkten Umfeld anstoßen wird.The Phoenix-project in the worker's district Dortmund-Hörde belongs to the largest and most important conversion projects of Germany. On the spaces of the former blast furnace and steelworks site of the enterprises Hoesch and Krupp a new urban area is developing on more than 200 hectares of development space: on one side the technology park Phoenix West, on the other the housing, service and leisure area Phoenix East around the artificially created Phoenix Lake. The green space Phoenix Park also belongs to the entire project. The article considers the materially and symbolically outstanding significance of Phoenix for urban development in the city of Dortmund as well as in the urban district of Hörde. Phoenix-Hörde is interpreted as a place in which Dortmund is saying goodbye in a demonstrative way to its industrial past and is simultaneously reinventing itself as an internationally renowned knowledge and technology location. This reorientation of urban policy in Dortmund is based on new governance models and focuses on the "creative" middle classes as first addressees. Depending on the interests there are hopes or fears that the new urban neighbourhood will create greater social and urban development changes in the immediate environment.
