Abstract
Die neue EU-Verordnung (EG) 1370/2007 räumt den Kommunen ein Wahlrecht zwischen Ausschreibung der ÖPNV-Leistungen und direkter Vergabe an einen internen Betreiber ein. Die Auffassung, dass mit dem Wechsel auf ein Ausschreibungssystem deutliche Kostenvorteile verbunden sind, wird in einer Untersuchung der Hans-Böckler-Stiftung widerlegt: der Vergleich zwischen drei Großstadt-Systemen hat ergeben, dass die Transaktionskosten (speziell die Bürokratiekosten) im Ausschreibungssystem Frankfurt/Main über den wirtschaftlichen Einsparungen liegen.
The new EU Regulation on Passenger Transport, gives municipalities the right to choose between tendering of public transport services and award to an internal operator. The opinion that a change from an internal operator to a tendering system will generate substantial cost-savings is challenged by a recent survey by the Hans-Böckler-Foundation: The comparison between three major conurbations and their public transport systems shows that even in a long-term perspective the costs of a system change in Frankfurt/Main in form of transaction costs are significant and even over-compensate the cost-savings by tendering.
