Abstract

Die Erhebung von Gebühren für die Benutzung von innerstädtischen Straßen durch Kraftfahrzeuge hat sich weltweit als höchst wirkungsvolles Instrument erwiesen. Die Verbesserung des ÖPNV spielt zumeist eine zentrale Rolle. Die Verbreitung der Anwendung des Instrumentariums wird bisher durch eine vielfach verengte Sichtweise auf das Thema behindert. Grund dafür sind sowohl ein nach wie vor herrschendes "Begriffschaos" als auch gravierende Defizite hinsichtlich der angemessenen Aufbereitung der verfügbaren Materialien und Erkenntnisse für Entscheidungsträger.Charging the use of inner urban roads by motor vehicles has proven worldwide as being a highly efficient tool for solving a broad spectrum of typical problems of cities. The improvement of the public transit is a main element of most schemes. Taking advantage of the potential of the respective tool is nevertheless severely hampered by a too narrow view on the topic to date. This is not at least the result of a still existing chaos regarding the use of terms for the topic. The primary reason however is the lack of adequately pro viding the available facts and knowledge for the use of the stakeholders/decision makers.
