Abstract
Die Organisation des öffentlichen Personenregionalverkehrs in der Schweiz wurde im Jahre 1996 grundlegend reformiert und dabei "regionalisiert". Die Verkehrsunternehmen reichen jährlich Offerten ein und erhalten die planmäßig ungedeckten Kosten von Bund und Kantonen abgegolten. Neben einem kontinuierlichem Angebotsausbau wurde seitens der Unternehmen auch die Produktivität laufend gesteigert. Das Bestellsystem hat sich in dieser Hinsicht bewährt; Verbesserungspotential besteht jedoch weiter. Im Rahmen des gegenwärtigen Bahnreform-2-Prozesses werden die nächsten Reformschritte auf regulativer und operativer Ebene diskutiert.
In 1996 the organisation of regional public transport in Switzerland saw a fundamental reform featuring "regionalisation" as regards public commissioning and financing. Since then operators have had to submit a yearly offer to the commissioning authorities (federal and regional) containing the budgeted uncovered cost of the transport services offered. Alongside a continued increase in the volume of services provided, transport companies have been able to rise their productivity steadily. The system has proved to work well in principle if with some flaws. Within the framework of the current Bahnreform 2 legislative process new changes to the regulative system and on operative level are being discussed.
