Regional und Rural Governance: Ein effektiver Steuerungsansatz zur regional bestimmten Eigenentwicklung?

Abstract

Steuerungsansätze und Modernisierungsstrategien können unter gewissen Rahmenbedingungen und Voraussetzungen einen Beitrag zu einer effizienteren, effektiveren und nachhaltigeren Regionalentwicklung leisten. Vornehmlich wird dies gewährleistet durch ein hohes Maß an Partizipationsmöglichkeiten für unterschiedliche regionale Akteure, welche ihre regionale Kooperation durch ein individuelles, selbstbestimmtes Regelsystem organisieren und durch einen neutralen und unparteiischen Akteur "managen" lassen. In einer solchen Struktur können auch staatliche finanzielle Budgetmittel für die Verwaltung und die Auswahl der in den Regionen stattfindenden Projekte durch die regionalen Akteure sinnvoll verwaltet werden. Die Beteiligung der regionalen Akteure in der Bestimmung, Durchführung und Kontrolle solcher Projekte führt somit zu mehr und gemeinsamer Verantwortung und einer positiven und motivierenden Kooperation der Beteiligten untereinander. In diesem Zusammenhang könnte der Begriff "Regionale Selbstverwaltung" eineneue Bedeutung erfahren.Under certain basic conditions and prerequisites, regional and rural governance - known as steering approaches and modernizing strategies for regional policy - can contribute to a more efficient, effective and sustainable regional development. This is primarily ensured through a multitude of opportunities of participation for different regional actors, who organize their regional cooperation by creating an individual and self-determined regulating system, the management of which they delegate to a neutral and impartial third party. Using such a structure, the regional actors may also sensibly manage public financial means for the administration and selection of the projects which are carried out in the region. Consequently, the participation of the regional actors in the identification, execution and monitoring of these projects leads to more and collective responsibility as well as to a positive and motivating cooperation among the participants. In this context, the term regional self-administration could be obtain a new meaning.
