Wasserbedarfsprognose für Hamburg und Umland bis 2045.

Abstract

Wasserbedarfsprognosen sind für Wasserversorger eine wichtige Entscheidungsgrundlage für zukünftige Maßnahmen in der wirtschaftlichen und technischen Betriebsführung sowie beim Ressourcenmanagement. In den letzten zwei Jahrzehnten sanken in Deutschland die spezifischen Wasserbedarfe aufgrund von Technik- und Verhaltensinnovationen. Für Regionen mit Wirtschafts- und Bevölkerungswachstum ist aber das Zusammenspiel dieser für den zukünftigen Bedarf konträren Entwicklungen von besonderem Interesse. Auch die Metropolregion Hamburg ist von diesen Entwicklungen betroffen. Im Auftrag des Wasserversorgers HAMBURG WASSER aktualisierte das Institut für sozial-ökologische Forschung (Forschungsschwerpunkt Wasserressourcen und Landnutzung) in Kooperation mit dem ifo Institut München seine mittel- und langfristige Wasserbedarfsprognose aus dem Jahr 2007 für das Versorgungsgebiet des Auftraggebers. Es wurden dafür Forschungsmethoden aus Natur-, Wirtschafts-, Planungs- und Sozialwissenschaften kombiniert. Mit dem gewählten transdisziplinären Forschungsmodus war das Projekt darauf angelegt, im laufenden Forschungsprozess gemeinsam mit den wissenschaftlichen und außerwissenschaftlichen Projektpartnern das Prognosekonzept weiterzuentwickeln. Der Studientext basiert auf dem Projektbericht an HAMBURG WASSER und fasst Prognosekonzept, Modellentwicklung, Prognoseergebnissen und Schlussfolgerungen zusammen.Water demand forecasts are an important decision-making tool for water suppliers when it comes to planning measures for economic and technical operating management as well as resources management. In general, during the last two decades the specific water demand in Germany has decreased due to technical and behavioral innovations. For regions with economic and population growth though, the interaction of these opposing developments are of particular interest when future demands are to be established. The metropolitan region of Hamburg is one of the regions affected by these developments. On behalf of the water supplier HAMBURG WASSER the ISOE (research unit "Water Resources and Land Use") updated its medium to long term water demand forecast from 2007 for the supply area of HAMBURG WASSER in cooperation with the ifo Institute in Munich. Using an innovative concept, research methods from the natural and economic sciences as well as from the planning and social sciences were combined. With this transdisciplinary research mode the project was set up to further develop the forecast concept together with the scientific and non-scientific partners. The study presented here is based on the project report and summarizes the forecast concept, model development, forecast results and conclusions.
