Abstract
Die Initiative "Magistrale für Europa" ist ein verkehrspolitisches Bündnis lokaler und regionaler Gebietskörperschaften entlang einer europäischen Schienenverbindung. Bei den Transeuropäischen Verkehrsnetzen gehört die Magistrale trotz des schleppenden Ausbaus in Deutschland zu den prioritären EU-Projekten mit den größten Ausbaufortschritten. Der Infrastrukturausbau führte auch zu verbesserten Erreichbarkeiten im Magistrale-Korridor, ohne jedoch die Angebotsverbesserungspotenziale bereits voll auszuschöpfen. Um dies zu erreichen, bedarf es einer stärker integrierten strategischen Netzplanung auf europäischer Ebene, die auch langfristig das Zusammenwirken von Nachfrage, Infrastruktur und Angebot berücksichtigt. Instrumente hierfür könnten "Transnationale Betriebskonzepte" sowie "Fahrplan-Konsequenzen-Prüfungen" sein. Deren Verankerung in der künftigen Politik der Transeuropäischen Verkehrsnetze sowie weitere internationale Kooperationen würden die Rentabilität von Investitionen in das System Schiene erhöhen.
The initiative "Magistrale for Europe" is a transport policy alliance of local and regional territorial authorities along a European rail link. In the Trans-European transportation networks the main transportation channel belongs to the prior EU projects with the greatest progress in extension is spite of the slow extension in Germany. The extension of infrastructure also led to improved accessibilities in the corridor of the main transportation channel. However, the potentials for the improvement of offers have not been fully tapped. In order to achieve this, a more strongly integrated strategic network planning on the European level is required that takes account of the interaction of demand, infrastructure and supply also in the long term. Instruments for this could be "transnational operation concepts" as well as "checks on the consequences of timetables". Their integration into the future policy of the trans-European transportation networks as well as further international cooperation would increase the profitability of investments in the railway system.
