Abstract

Der Wettbewerb im Bereich SPNV ist seit Beginn der Finanzkrise stark zurückgegangen. Um mehr Verkehrsunternehmen für die Teilnahme an Ausschreibungen zu motivieren, enwickeln die Verkehrsverbünde stetig neue Finanzierungsmodelle. Die neueste Entwicklung in Nordrhein-Westfalen ist das NRW-RRX-Modell, wonach die Aufgabenträger den EVU nicht nur die Finanzierung abnehmen, sondern auch für die Verfügbarkeit der Fahrzeuge sorgen. Letzteres geschieht durch die Einbindung des Herstellers, der die Verfügbarkeit der Fahrzeuge über ihren Lebenszyklus garantiert.Competition in the area of regional rail transport has decreased since the beginning of the financial crisis. The integrated transportation associations are developing new financing models in order to motivate more municipal transport companies to participate in their tenders. The newest development in North-Rhine-Westfalia is the NRW-RRX-financing-model. The public authorities provide not only the financing of the trains but also ensure their availability. This means that the manufacturer guarantees the availabilty of the rolling stock for their whole life cycle.
