Zusammenfassung
Die schadensbezogene Ermittlung von verkehrsbezogenen externen Lärmkosten gewinnt zunehmend an Bedeutung. Immer häufiger müssen Kommunen aufgrund einer schlechten Haushaltslage notwendige Maßnahmen im Bereich der Lärmminderung zurückstellen, obwohl nicht selten die Maßnahmenkosten im Vergleich zu den Schadenskosten eher gering sind, sofern externe Kosten in die Berechnung einbezogen werden. Mithilfe eines Schadensbewertungsmodells lassen sich für einen Untersuchungsraum in der Stuttgarter Innenstadt verschiedene Lärmminderungsszenarien monetär bewerten. Auf diese Weise können sowohl Maßnahmen, die sich ausschließlich auf den Lieferverkehr (z. B. Sperrung einzelner Straßen für den Lkw-Verkehr) oder auf den Gesamtverkehr beziehen, untersucht, bewertet und abschließend miteinander verglichen werden. difu
The objective of this paper is to present the development and the implementation process of a sustainability assessment model for traffic noise as an instrument for urban transport planning and policy. The paper focuses on the noise problem as an important environmental problem in cities. The model City-SUSTAIN is developed to analyse the impacts on the inhabitants with respect to noise disturbance and their assessment in monetary values. The cost effectiveness of noise reduction measures can be estimated and analysed by the depiction of external costs. Measures, which refer to total traffic, can be evaluated as well as similar measures that exclusively affect freight traffic or commuter traffic. For example noise reduction measures can cause network effects in urban areas. The developed model considers these instruments and network-specific properties of the various reduction measures for evaluating their effects on social welfare. For a selected test site (City centre of Stuttgart) several scenarios are developed, calculated and subsequently assessed with City-SUSTAIN. difu
