Transnational Co-operation and its Contribution to Territorial Cohesion. Transnationale Zusammenarbeit und ihr Beitrag zum territorialen Zusammenhalt.

Abstract

Im ersten Teil des Beitrags wird eine Definition des Konzepts des territorialen Zusammenhalts auf Grundlage der Entwicklungen in den EU-Gemeinschaftspolitiken entworfen, das Konzept darüber hinaus im Kontext des europäischen Gesellschaftsmodells untersucht. Dabei wird darauf verwiesen, dass seine Wurzeln nicht ausschließlich im "europäischen Modell" liegen. Ebenso findet sich darin der Gedanke des "sozialen Schutzes" wieder, erweitert um Belange des "räumlichen Schutzes". Im Ergebnis bedeutet das Konzept des räumlichen Zusammenhalts eine Neuausrichtung der europäischen Raumordnungspolitik, indem es ihr die Dimension räumlicher Gerechtigkeit hinzufügt. Der zweite Teil stellt ab auf die unterstützende Rolle der transnationalen Zusammenarbeit bei der Umsetzung der räumlichen Kohäsion auf den nationalen und sub-nationalen Ebenen. Dargelegt wird, dass die grenzüberschreitende und transnationale Kooperation, wie sie von der Gemeinschaftsinitiative INTERREG gefördert wird, im gegebenen Rahmen der Methode der offenen Koordinierung eine zentrale Rolle für das Erreichen des räumlichen Kohäsionsziels übernehmen muss. Daraus schließt der Autor, dass das Prinzip des Mainstreaming gemäß dem neuen Ziel 3 der Kohäsionspolitik, die mit INTERREG begonnenen Prozesse des "Learning by doing" weiter stärken wird. In "von unten" gebildeten Hilfs- und Kooperationsnetzen, die nationale und internationale administrative Grenzen überwinden, liegt der entscheidende Weg zu einem Europa des räumlichen Zusammenhalts. difuThe article has two parts. The first one aims to provide a definition of the concept of territorial cohesion by drawing on the developments within the EU policy Communities. It also examines the concept of territorial cohesion within the context of the European model of society, suggesting that the concept is not only rooted in the European Model. It also extends its affiliation with "social-protection" to incorporate concerns about "spatial-protection" As a result the concept of territorial cohesion has re-conceptualized European spatial policy by adding to it a spatial justice dimension. In its second part, the article focuses on the role of transnational co-operation in facilitating the implementation of territorial cohesion at the national and sub-national levels. It is argued that within the context of Open Methods of Co-ordination, cross-border and transnational co-operation, such as those facilitated by the Community Initiative INTERREG, have a major role to play in achieving territorial cohesion. The article concludes that the mainstreaming of territorial co-operation in the new Objective 3 of Cohesion Policy will further enhance the process of "learning by doing" which has been started by the INTERREG initiative. This will also increase the political ownership of the territorial cohesion agenda which is crucial in its future development. Bottom-up collaborations and co-operation that cut across national and international administrative boundaries are considered in the article as the way forward for pursuing a territorially cohesive Europe. difu
