Abstract
This article provides an introduction to and framework for the publication of the findings of the ARL Working Group Cross-border Spatial Development of Bavaria . The article has three goals. First, it presents Bavaria s border regions. Second, the paper introduces three institutional-political perspectives to explain the governance arrangements and processes, namely institutional ambiguity, reterritorialisation and multi-level mismatches. Further, the article discusses contemporary development trends from a functional perspective by reflecting on processes of convergence, metropolitanisation and tunnel effects . Finally, the article outlines the implications of the working group s results for Bavarian state planning.
