Das Modellvorhaben der Raumordnung (MORO) "Klima NEU" im Landkreis Neumarkt in der Oberpfalz - Strategien der Regionalentwicklung zum Klimawandel.

Abstract

Mit dem im Rahmen des Modellvorhabens der Raumordnung Raumentwicklungsstrategien zum Klimawandel geförderten Vorhaben Klima NEU wurden im Landkreis Neumarkt i. d. OPf. in einem partizipativen Prozess raumspezifische Strategien und bedarfsgerechte Maßnahmenvorschläge der Regionalentwicklung zum Klimawandel erarbeitet. Der bisherige Verlauf des Vorhabens zeigt, dass eine klimagerechte Entwicklung der Siedlungs-, Freiraum- und Infrastruktur und eine raumplanerische Unterstützung der Energiewende in den Regionen nur als Gemeinschaftsaufgabe von regionalen und kommunalen Planungsakteuren unter intensiver Beteiligung der Unternehmen, Verbände und Bürger effektiv bewältigt werden können. Die gegenseitige Stimulation und die Verknüpfung von regionalen und kommunalen Strategien zum Klimawandel können durch Aktivitäten der Regionalentwicklung und Netzwerkbildung (Regional Governance), im Freistaat Bayern bisher vor allem auch auf der Ebene der Landkreise, eine breite Unterstützung erfahren.Within the framework of the Demonstration Project of Spatial Planning Spatial development strategies on climate change , a Climate New project has been sponsored in the rural district of Neumarkt i. d. OPf. This has involved a participative process in which spatially specific strategies and regional development proposals for needs-based measures on climate change have been produced. The experience of the project thus far shows that the effective development of settlement structures, open space and infrastructure in line with climatic requirements and the provision of spatial planning support for changing energy strategies in the regions are only possible when tackled as a joint task by regional and municipal planning actors with the intensive involvement of businesses, associations and citizens. Regional development activities and the creation of networks (regional governance) can support the mutual stimulation and coupling of regional and municipal strategies on climate change, in the case of Bavaria this has been seen most particularly at the scale of the rural district.
