Abstract

Die Dimensionierung des Leistungsangebots des kommunalen ÖPNV basiert nicht nur auf betriebsökonomischen Überlegungen. Im Sinne der Daseinsfürsorge sieht sie sich vielmehr in den allermeisten Fällen Machbarkeitsbetrachtungen gegenübergestellt, die sich auf volks- und kommunalwirtschaftlichen sowie sozialpolitischen Koordinaten abstützen und im demokratisch legitimierten Willensbildungsprozess manifestieren.In the wake of the radical political and societal changes at the end of the last century, the nations of Central and Eastern Europe are still faced with tremendous challenges in regard to their national economies. Within this context, they have to meet their obligation of providing adequate public transport service. In so far as the carriers are concerned, the rapidly changing modal split and reductions in financing made available by the public sector create problems and endanger their lasting presence in the market. SPUTNIC is an EU-sponsored project that deals with certain aspects of the problems involved.
