Abstract
Die Entwicklung des Schienengüterverkehrs ist abhängig von einer Vielzahl von Faktoren und Rahmenbedingungen, die sich gegenseitig beeinflussen oder in Wechselbeziehungen zueinander stehen. Diese Elemente und deren Verknüpfungen bilden ein System, das gewissen Gesetzmäßigkeiten und Algorithmen folgt, so dass auch geringe Änderungen einzelner Faktoren dynamische Auswirkungen auf das Gesamtsystem haben können und andere Faktoren den Status Quo stabilisieren. Gezielte Einflussnahme auf das System ist nur möglich, wenn man die Wirkzusammenhänge kennt und die Elemente identifiziert und steuert, die aktiven Einfluss auf das System haben. difu
Rail and intermodal transport today suffer from the low participation in high value goods transport, the area, where the main transport growth effects are expected. Based on a system analysis an attempt is shown to elaborate the coherence between the different factors and identify the drivers to improve the situation and to set the bases to establish a sustainable intermodal transport for the future. To gain a sustainable position measures have to be taken to improve the productivity of the system and especially to innovate the interface between road and rail to adapt to the requirements of high value goods transport. Besides environmental factors like the level of deregulation and harmonization as well as the slot pricing policy especially innovation is required. But innovation requires attracting the industry to withdraw from their market abstinence and to invest in this market. difu
