Remuneration and financial provision for members of civil service and the forms of political finance in the European Union. An account of the origin and impact of a research project.

Abstract

Die Politikfinanzierung in der EU, die vor allem die Finanzierung von Abgeordneten und Parteien umfasst, ist Teil der Verfassung im materiellen Sinn. Sie gehört deshalb in den Zusammenhang der Diskussion um die Europäische Verfassung. Auch die Bezahlung und Versorgung des Öffentlichen Dienstes der EU ist von praktischer Relevanz und hoher Aktualität. Aus dem Forschungsprojekt, über das berichtet wird, sind zahlreiche wissenschaftliche Monographien und Aufsätze in deutscher und englischer Sprache hervorgegangen. Die Titel der Veröffentlichungen und die Verlage und Zeitschriften, in denen sie erschienen sind, sind im Anhang des Berichts aufgelistet. Erste Besprechungen und sonstige Reaktionen der Wissenschaft werden im Text unter Angabe der Fundstelle angezeigt. In diesem Bericht sollen vor allem die Wirkungen dokumentiert werden, die die Projektergebnisse auf die Praxis entfalteten. Es geht um den so genannten Impact der Forschung, der bei dem vorliegenden Projekt besonders ausgeprägt war. So führten die Arbeiten dazu, dass der Rat der EU in seiner Sitzung am 26. Januar 2004 dem Abgeordnetenstatut, das das Europäische Parlament bereits beschlossen hatte, seine Zustimmung verweigerte.Political finance in the EU, which encompasses especially the financing of delegates and parties, is an element of the constitutional law. Therefore, it should be discussed in connection with the European Constitution. Also the remuneration and provision of the European civil service is topical and of practical relevance. The research project has yielded numerous academic monographs and articles written in German as well as English. The titles of the publications, the publishers and the journals in which they appeared are listed in the appendix. First reviews and other reactions of academics are also indicated in the text together with the sources. In this report, especially the effects which this scientific work had in practice will be documented. Therefore, the so-called impact of this research is shown. The work achieved that the Council of Europe refused, in its meeting on January 26, 2004, to consent to the Statute for Members of the European Parliament, which had already been passed by the European Parliament.
