Abstract

Infrastrukturprojekte sind geprägt von Widersprüchen - ein großzügiger Ausbau ist notwendig und gewünscht, da er die Grundlage für die heutige Form des Lebens und der Wirtschaft ist. Gleichzeitig führen die Inanspruchnahme von Naturraum durch die Infrastrukturanlagen selbst und die Emissionen durch deren Benutzung zu markanten Belastungen der Umwelt. Die Widersprüche sind auf allen Ebenen gegeben: Der Mensch hat ein Mobilitätsbedürfnis und ein Ruhebedürfnis, die Politik hat die Verantwortung für bedarfsgerechte Infrastruktur und den Umweltschutz. Nachhaltiges Agieren für die wirtschaftliche Entwicklung einer Region steht oft im Widerspruch zum nachhaltigen Agieren für die Umwelt. Durch das große Konfliktpotenzial drohen sozialer Unfrieden und wirtschaftliche Fehlentwicklung. To balance these points of view is an essential precondition for a robust, flexible and stabile system.
