Der Autor, der in einer Community Development Corporation in St. Louis tätig ist, überprüft eingehend die Aktivitäten dieser Gesellschaft, um die Gründe für ihr Scheitern zu bestimmen. Um zu zeigen, daß St. Louis kein Einzelfall ist, überprüft er 14 andere städtische C.D.C. Programme.
