Abstract
Kommunale Partizipation vermag die Voraussetzungen für engere Beziehungen zwischen Bedarfsartikulation und politischer Leistung zu schaffen. Aber die Chance kommunalen Einflusses auf konkretes Handeln wird durch verbindlichere Zielsetzung der zentralen politischen Instanzen geringer. Zur Effektivierung dezentraler Entscheidungsräume sind organisatorische Maßnahmen erforderlich und näher zu erforschen. goj/difu
