Abstract
Garantie der Daseinsvorsorge umfasst neben der Stärkung räumlicher Strukturen auch die Ausbildung und Sicherstellung organisationaler und prozessualer Strukturen, um dauerhafte Mitwirkung der Bürgerschaft zu aktivieren. Dafür bedarf es partzipativer Verfahren mit entwurfsorientierte Planung.
