Im Rahmen des Aktionsprogramms "Modellvorhaben der Raumordnung" (MORO) initiiert der Bund seit Mitte der 1990er Jahre regelmäßig Modellvorhaben.Bislang fehlte allerdings der Nachweis, dass auf Freiwilligkeit und Best Practice setzende Modellvorhaben eine effektive Form der Steuerung der Raumentwicklung darstellen, da ihre Wirkungen bisher nicht systematisch untersucht wurden. Um dieses Defizit zu reduzieren, stellt der Beitrag einen Evaluationsansatz zur systematischen Evaluierung von Modellvorhaben der Raumordnung vor, der im Rahmen eines von der Bundesraumordnung geförderten Forschungsprojekts von den Autoren entwickelt und in neun ausgewählten Modellregionen getestet wurde. Der Fokus liegt dabei auf dem theoretischen und methodischen Vorgehen. Darüber hinaus werden ausgewählte empirische Ergebnisse dargestellt und Empfehlungen zur Ausgestaltung künftiger Modellvorhaben abgeleitet.With demonstration projects, new solutions are to be found in spatial planning that serve as good examples for emulation. In the framework of the action programme "Demonstration Projects of Spatial Planning" (MORO), the Federal Government has regularly initiated demonstration projects since the middle of the 1990's. However, so far there has been no evidence that demonstration projects which support voluntariness and best practices constitute an effective form of spatial development regulation, since their impacts have not been investigated systematically so far. In order to reduce this deficit, the article presents an evaluation approach for the systematic evaluation of demonstration projects of spatial planning, which was developed by the authors in the framework of a research project supported by federal spatial planning and which has been tested in nine selected model regions. The focus in this context is on the theoretical and methodological procedures.
